History of the Firm: Honoring the tradition of the pioneers of our profession, we proudly claim a direct connection to the early days of mechanical and electrical engineering in the construction industry in Texas. In the 1930s, R. F. (Reg) Taylor, a pioneering mechanical and electrical engineer in the Southwest, practiced in Dallas, Texas. He moved his practice to Houston, Texas, in 1936, at the close of the Texas Centennial construction. Ross Zumwalt, a Dallas native and 1933 graduate of the SMU Co-op School of Engineering, remained in Dallas and practiced with M. D. Darrah for a time. Mr. Zumwalt was joined in 1938 by P. N. (Peanuts) Vinther, a 1921 A&M graduate in electrical engineering. Together, they began a partnership practice offering engineering services for mechanical and electrical systems in buildings. Zumwalt and Vinther opened a branch office in Lubbock in 1956, with Weeks Hall as an early project at Texas Tech. Jack Roberts, who joined the firm in 1948, became the first Resident Engineer. Norris Fanning was hired that same year as a working ME student at Texas Tech. John Fanning joined the staff in 1962 as a working EE student at Texas Tech. Norris Fanning was named Vice President in charge of the Lubbock office in 1970. By mutual agreement, the Lubbock Branch of Zumwalt and Vinther was purchased by the employees in 1974. The new firm, organized as Fanning, Fanning and Agnew, Inc., continued the practice of consulting engineering, with Norris becoming President and John serving as Vice President. Scott Fanning joined the staff in 1976, becoming the first of the second generation. When Mr. Agnew withdrew in 1987, the name was changed to Fanning, Fanning & Associates, Inc. In December 2017, Scott M. Fanning was promoted to President, and Doyle F. Fanning was promoted to Secretary-Treasurer. The following year, in January 2018, Allen K. Ware was promoted to Vice President, leading the Electrical Department.

We have broad-based design capabilities in the areas of Mechanical, Plumbing, Electrical, Fire Protection, Central Plant Planning, Energy Conservation, and Utility Distribution design. Our expertise lies in the engineering of complex and challenging HVAC, lighting, power distribution, and plumbing projects.
Our mechanical experience includes the design of specialized HVAC, plumbing, and medical gas systems for healthcare and research lab facilities. Fanning, Fanning & Associates has designed complex HVAC systems for tight temperature and humidity control to meet infection control, regulatory, and functional requirements. We are experienced in central plant design for healthcare and have engineered energy conservation measures and equipment replacement projects for large healthcare facilities.
Our electrical experience includes the design of interior and exterior lighting, complex lighting control systems, normal electrical services, essential electrical systems, generator installations, generator paralleling switchgear, automatic transfer switchgear, fire alarm systems, code compliance studies, and life safety studies.
FFA has enjoyed a long relationship with TTU and TTUHSC. Since all of our principals and engineering staff members are graduates, we have an ingrained loyalty to Texas Tech and over 50 years of experience in higher education research laboratories and classroom projects at TTU.
FFA’s experience in pioneering the design of specialized HVAC systems extends beyond our roots at Texas Tech. We bring our knowledge of psychrometric processes, along with a vast resume of past TTU projects, to bear on the proposed projects. We have unique knowledge and understanding of the processes, culture, personnel, and standards of Texas Tech University. Being the engineers of record on many Texas Tech projects, as well as a multitude of projects at TTUHSC-Lubbock, gives us a unique qualification to design these new facilities.
